Course Overview
The A17 course will give you foundation training and assessment in operating and maintaining telescopic handlers.
Course Objectives
By the end of this training, participants will:
- Operate the machine for all normal tasks
- Decide whether a particular load is safe to lift
- Carry out routine servicing procedures and maintenance as necessary, in accordance with the manufacturer’s instructions
- Know how the machine works and the maintenance requirements involved
- Understand the effect of load, size, weight, gradients and ground conditions upon machine stability
- Know how to load, store and transport representative materials
- Understand the basic construction of pallets

Good understanding of spoken and written English.
Delegates must have passed the appropriate HS&E test within the last two years prior to attending this course
Card options
CPCS Red Trained Operator Card
The CPCS Red Trained Operator Card is issued on successful completion of the CPCS Theory and Practical Technical Tests which must be taken with a CPCS accredited test centre.
To get this card you need to (in this order):
- Pass the relevant Health, Safety and Environment Test
- Achieve the CPCS Theory Test (within two years of the Health, Safety and Environment Test)
- Achieve the CPCS practical test (within six months of the CPCS theory test and within two years of the Health, Safety and Environment test)

Extend my CPCS Red Trained Operator Card
12-Month VQ Extension
For a 12-month VQ extension, you must:
- Hold a CPCS Red Trained Operator card which is in date, or within 12 months from the expiry date
- Be registered for a VQ relevant to the category
Once these elements have been achieved, call the CPCS Helpline on 0300 999 1177 (option 1, option 1, option1), confirm your details and make a payment of £28.00, you will be asked to provide proof of a VQ registration by email prior to calling. Please email CPCS@nocn.org.uk with proof of the VQ registration. This is a non-refundable fee for the services of processing the application.
A new card will be issued for 12 months (from the date of application) to enable the VQ to be achieved. Once the VQ has been achieved, you will be able to apply to Upgrade to a Blue Competent Operator card.
Additional 2 Year Card
For an additional 2 Year card, you must:
- Hold an expired Trained Operator Card by more than 12 months
- Hold a valid and relevant Health, Safety and Environment Test within the last 2 years
- Achieve the CPCS Theory Test (within two years of the Health, Safety and Environment Test)
- Achieve the CPCS Practical Test (within six months of the CPCS Theory Test and within two years of the Health, Safety and Environment Test)
- Both CPCS Theory and Practical Tests are delivered by an accredited CPCS test centre.
- Be registered for the VQ.
Once all these elements have been achieved, the CPCS Test Centre will request the CPCS Additional 2 year Red Trained Operator Card on your behalf.
CPCS Blue Competent Operator Card
The Blue Competent Operator Card has a five-year life and is renewable.
The Blue Competent Operator Card confirms you have demonstrated a level of Health, Safety and Environment awareness through the relevant Health, Safety and Environment Test, underpinning knowledge through a CPCS Theory test, operating ability through a CPCS ractical test and operating competence on the type of plant evidenced by a VQ.
Blue Competent Operator cardholders have demonstrated their ability to work unsupervised, and may, in fact be called upon to supervise Red Trained Operator cardholders on the worksite.
To get this card you need to:
- Provide proof of achievement of the VQ for the category being applied for to the CPCS Test Centre
- Pass the relevant Health, Safety and Environment Test
- Achieve the CPCS Theory Test (within two years of the Health, Safety and Environment Test)
- Achieve the CPCS Practical Test (within six months of the CPCS theory test and within two years of the Health, Safety and Environment test)
Both CPCS Theory and Practical Tests are delivered by an accredited CPCS Test Centre.
On achievement of the CPCS Practical Test, the accredited CPCS Test Centre will request the Competent Operator card on your behalf.
On receipt of your first Competent Operator card, you will need to start collating hours in a CPCS logbook. The role of the logbook is to record life-long learning and evidence towards the renewal of a Competent Operator card.

CPCS Blue Competent Operator Card Renewal
Renewing Your Card:
To renew your card 3 months before it expires, you need to:
- Hold a valid CPCS Blue Competent Operator Card for the category you are renewing.
- Pass the relevant health, safety, and environment test within the last two years.
- Pass the CPCS CPD Renewal relevant to the categories you are renewing.
- Show ongoing practical operating experience through one of these routes:
- New Digital Logbook / Old Paper Logbook
- On-Site Assessment with a registered test centre
- CPCS Practical test with a registered test centre
- VQ (if taken in the past 2 years)
Complete the F1/3 application to renew your card. You can do this online or by mailing the application form. If a fee is required, you will be sent an online link. Applications can be made 3 months before the expiry date.
A Blue Competent Operator Card will be issued for five years from the last expiry date. Full details on how to renew are available in the Scheme Booklet for Operators.
If Your Card Has Expired:
You have up to 5 years to renew after the card expires, as long as you meet the above criteria.
If you can’t meet the renewal requirements for a category, you can “Bank” a category until you can meet the requirements. At least one category must be renewed to bank others.
If Your Card is Over 5 Years Expired:
If your card is more than five years past the expiry date, you will need to:
- Pass the relevant health, safety, and environment test.
- Pass the CPCS Theory Test for each category held.
- Pass the CPCS Practical Test for each category held.
- Hold the relevant VQ (if not held, a Trained Operator Card will be issued).
